FTA Circulars

FTA issues guidance, often in the form of circulars, to provide grantees with direction on program specific issues and statutory requirements.
Significant Guidance Documents
FTA has determined that circulars are significant guidance documents. The Office of Management and Budget (OMB) established guidelines federal agencies should follow when creating and disseminating important guidance. Part of these guidelines state that agencies must provide easy access to a list of all of an agency's significant guidance documents in electronic form. If you want to learn more about this effort you can read the OMB Final Bulletin for Agency Good Guidance Practices (PDF).
To submit comments, questions or complaints regarding existing Circulars, please contact Bonnie Graves, Attorney Advisor, Office of the Chief Counsel. Please reference the specific circular you want to discuss in your e-mail. Comments on proposed circulars can be submitted at http://www.regulations.gov/.
To receive copies of circulars in special readability formats, or circulars not shown above, please contact the FTA Office of Management Planning, TAD-10, 1200 New Jersey Ave. SE, E44-404 - East Building Washington, DC 20590, or call the FTA’s Administrative Services Help Desk, 202-366-4865.
