TRACS (Advisory Committee)

The meeting was held at the Washington Plaza Hotel, 10 Thomas Circle, Washington, DC 20005. This meeting was open to the public. Meeting notes will be posted by the first week in December 2011.

The Transit Rail Advisory Committee for Safety (TRACS) held its second meeting on April 27-28, 2011.  The meeting was held at the Four Points by Sheraton Hotel, 1201 K Street, NW, Washington DC.  This meeting was open to the public.  TRACS members discussed the DRAFT letter reports for the first two taskings that were assigned by Administrator Peter Rogoff, during the TRACS meeting of September 9, 2010.  The final reports will be delivered to FTA on or about May 15, 2011.  During this meeting, Mr. Rogoff issued two new taskings to the Committee that address recommendations for a non-punitive close-call reporting system and recommendations to improve prescription and over-the-counter drug policies in the transit industry.  The TRACS has formed two new work groups to address these issues. Mr. Rogoff also announced that FTA is seeking additional nominees from the world of academia to serve on TRACS.  A Federal Register Notice, Solicitation of Nominations for Members of the Transit Rail Advisory Committee for Safety (TRACS), [Vol.76, No. 81] was published, on April 27, 2011.  Nominees who have done academic research in the safety field are encouraged to apply at TRACS@dot.gov before May 27, 2011.  Meeting minutes will be published when available.

The Transit Rail Advisory Committee for Safety will hold its second meeting on April 27, 2011 from 9 a.m. to 5 p.m., and April 28, 2011, from 8 a.m. to 12:00 p.m.  The meeting will be held at the Four Points by Sheraton Hotel, 1201 K Street, NW, Washington DC.  This meeting will be open to the public.  Members of  the public who wish to make an oral statement at the meeting or are seeking special accomodations, are directed to make a request to Iyon Rosario, Office of  Safety and Security, Federal Transit Administration; (202) 366-2010; or at TRACS@dot.gov on or before the close of  business April 20, 2011.  Provisions will be made to include oral statements on the agenda.  Members of the public may submit written comments or suggestions concerning the activities of TRACS at any time before or after the meeting at TRACS@dot.gov; or to U.S. Department of  Transportation, Federal Transit Administration, Office of Safety and Security, Room E43-435, 1200 New Jersey Avenue, SE., Washington, DC 20590, Attention:  Iyon Rosario.

The Transit Rail Advisory Committee for Safety (TRACS) held its first meeting on September 9-10, 2010, at the Renaissance Washington, DC Downtown Hotel, 999 9th Street, NW, Washington DC 20001. The meeting was open to the public.

On December 8, 2009, U.S. DOT Secretary Ray Lahood announced members of the Transit Rail Advisory Committee for Safety (TRACS).  The TRACS will provide information, advice, and recommendations on transit safety and other issues as determined by the Secretary of Transportation and the Administrator of the Federal Transit Administration (FTA).  The TRACS is composed of diverse interests in order to cooperatively address transit safety and other issues by identifying the best solutions based on agreed upon facts, and identifying proposed regulatory provisions to implement those solutions.

The committee will provide information, advice, and recommendations to the Secretary of Transportation and the FTA Administrator on all matters relating to the safety of U.S. public transportation systems and activities.

The individuals who are initially serving on TRACS were chosen from among applicants from all geographic regions in the U.S., representing state and local transit agencies, state safety oversight organizations, transit employee unions, industry associations, and other stakeholders.  Qualifications sought for TRACS members included expertise in the field of safety or rail transit operations or maintenance, and representation of stakeholder interests that would be affected by rail transit safety requirements. Applicants were also evaluated based on policy experience, leadership, and organization skills, region of the country, and diversity characteristics.
